Senate Fails to Pass 20-Week Abortion Ban

"The Senate's rejection of this common-sense legislation is radically out of step with most Americans", the statement added. Republican Cory Gardner voted for it and Democrat Michael Bennet voted against it.

Yet even with some bipartisan support, Graham's bill is unlikely to overcome the 60-vote threshold required to clear the cloture obstacle in the Senate.

Democratic Sens. Bob Casey (PA), Joe Donnelly (IN), and Joe Manchin (WV) voted for the legislation, while Republican Sens. Republican Sens. Susan Collins of ME and Lisa Murkowski of Alaska voted with other Democrats to reject it.

But Sen. Lindsey Graham, R-S.C., the bill's lead sponsor, will score points with his conservative base, which has been grumbling in recent months over the return of "Lindsey Grahmnesty" and his crusade to find a path to citizenship for undocumented immigrants.

The abortion ban, which passed the House in October 2017, violates longstanding Supreme Court precedent established in Roe v. Wade and reaffirmed in 2016 in Whole Woman's Health v. Hellerstedt.

Along with the United States, abortions after 20 weeks are now legal in Canada, China, The Netherlands, North Korea, Singapore and Vietnam.

Abortion-right supporters welcomed the bill's failure.

Proponents of the legislation cite medical evidence that a fetus can feel pain starting at 20 weeks in the womb, while opponents say that science is inconclusive.

American views on the legality of abortion generally has remained steady in recent decades where almost six in 10 Americans say abortion should be legal in all or most cases, while four in 10 say it should be illegal in all or most cases. A January 2017 Quinnipiac University poll asked whether people would support such a ban if it were enacted in their state: Forty-six percent supported it while 46 percent opposed it.

"Furthermore, the United States is now one of only seven countries that allows abortions beyond 20 weeks", he said, naming Canada, China, Netherlands, North Korea, Singapore and Vietnam as the other six.

"For those Senators who voted against the bill, millennials will be asking how they can embrace such an inhumane procedure for infants who soon can survive outside the womb, and the pro-life generation will hold them accountable", Hawkins said.

"It's a human being, it's alive and we should not only consider the needs and desires of the mother but we should also consider the infant", said Carl Malito, member of Mesa County Right to Life. "This measure should really not be before the United States Senate".

Father Frank Pavone, national director of Priests for Life, criticized senators who voted against the bill for "believing the excruciating killings should continue".

"Recently, when I addressed the 45th annual March for Life", the president said in opening.
