United Kingdom charity responds to Haiti misconduct claims

If Oxfam doesn't fully cooperate "then I can not work with them anymore as an aid delivery partner", she said.

Groups of young prostitutes were invited to homes and guesthouses paid for by the charity for sex parties, according to one source who claimed to have seen footage of an orgy with sex workers wearing Oxfam t-shirts.

Penny Mordaunt, the global development secretary, said the charity had lied to her department. "If the moral leadership at the top of the organisation isn't there, we can not have you as a partner", she said.

In an emailed statement to dpa on Sunday, Oxfam said it would "strive to clarify as soon as possible whether the [Chad] allegations were known to us and what measures were taken".

Development Secretary Penny Mordaunt told the BBC that she will meet with Oxfam officials on Monday and if they don't turn over everything they know "then I can not work with them anymore as an aid delivery partner".

Oxfam said four members of staff were dismissed and three, including the country director, were allowed to resign before the end of the investigation.

Asked by Marr if she thought Oxfam had failed in its "moral leadership", the Conservative MP replied: 'Yes, I do'.

Roland van Hauwermeiren, who resigned from Oxfam in 2011 after admitting that prostitutes had visited his villa in Haiti, was head of Oxfam in Chad at the time.

Meanwhile, Oxfam is facing further allegations, reported in the Observer, that its staff used prostitutes in Chad in 2006.

He is expected to insist that Oxfam did not inform ministers of the. The charity had a fund worth more than $100 million to provide relief supplies and help rebuild Haiti's infrastructure, the Times reported. The British Red Cross told the paper there had been a "small number of cases of harassment reported in the UK".

In a sign of widening fallout, the Sunday Times reported more than 120 workers for Britain's leading charities were accused of sexual abuse in the past year, "fuelling fears paedophiles are targeting overseas aid organisations".

The charity Oxfam is on the brink of losing all of its government funding.

Oxfam said it was "shocked and dismayed" by the new Chad claims.

There had been other incidents since 2011, he said, but "nothing on the scale of this severity".

Goldring apologised yesterday and said he was 'deeply ashamed of Oxfam's behaviour [in Haiti]'.

And it will extend an existing review into bad behaviour and the charity's culture to include looking at how people are hired and managing of staff in challenging environments.

She added that Oxfam had done "absolutely the wrong thing" by failing to inform authorities about the full details of the allegations.

Mordaunt said she would also be meeting with Oxfam's representatives on Monday, adding: "I'm very clear it doesn't matter whether you've got a whistle-blowing hotline, it doesn't matter if you've got good safeguarding practices in place".
