Russian Federation to play at 2019 Rugby World Cup after Romania lose place

In a controversial outcome to the highly vexed Rugby Europe qualification process for the 2019 World Cup in Japan, Russia have qualified for the 2019 tournament and will play in Ireland's group after Romania, Spain and Belgium were each docked points for repeatedly using ineligible players during the qualifying competition.

That sees Russian Federation replace Romania in second place, resulting in their elevation into Japan 2019 behind Georgia, who had already made it through on the strength of their performance at the last World Cup.

An investigation found Romania, Belgium and Spain fielded ineligible players in the second-tier Rugby Europe Championship, which also acted as a qualifying competition for next year's World Cup in Japan. The victor of that tie will go into World Cup Pool A alongside Russian Federation.

A final team will be added following a play-off, with the winners of Germany and Portugal facing Samoa later this summer.

Belgium prevailed 18-10, a result which at the time saw Romania secure their place at the World Cup.

Sione Faka'osilea is Romania's one ineligible player after previously representing Tonga Sevens.

Spain were docked a total of 40 points by the independent disputes committee while Romania and Belgium were both docked 30 points each in the tournament for fielding ineligible players during the tournament.

Though Spain contested the eligibility charge weighed against them, the committee concluded that they were "satisfied that World Rugby's submissions on the fielding of ineligible players by Spain are correct". The committee found that five players, who between them had played in six matches that counted towards qualification, were ineligible because neither they, nor their parents or grandparents had been born in Belgium.

There is a 14-day window for appeals by all parties. The committee also criticized Rugby Europe for failing to change the match officials at Spain's request and, instead, asked the officials only if they wanted to step aside.

World Rugby insisted that players would be released for the two matches, however, and revealed that it would fund the country's entry into next month's Pacific Nations Cup in Fiji.

"While the independent disputes committee has determined that mistakes were not made in bad faith by Rugby Europe and some participating unions, World Rugby is extremely disappointed with the unfortunate and avoidable events", a World Rugby statement said.

World Rugby set up a disputes committee to examine Spain's complaints.

"Rugby Europe deeply regrets this situation, " the body said in a statement.
