Chinese delegation arrives in United States to discuss trade

Representative Kevin Brady, the committee's Republican chairman, said he aired those concerns at the meeting and urged Liu to keep working with the administration toward a solution.

Liu left the meeting with several other Chinese officials without speaking to reporters.

Navarro also "blew up" at Treasury Secretary Steven Mnuchin during a trip to China according to news website Axios. "It was really the beginning of what I think is going to be a lengthy process", he said.

In addition to its request on the trade deficit, the US asked Beijing to stop subsidies for high-tech sectors such as robotics and aerospace that are targeted for development in the "Made in China 2025" plan and to promise not to retaliate against USA farm goods for any tariffs that the United States might impose.

Two top trade advisers to President Donald Trump had an expletive packed-shouting match during their trip to Beijing earlier this month, three people familiar with the exchange said, part of an ongoing turf war that's dividing the team negotiating new trade arrangements with China. Hoping that the talks would result in the fair deal, Ross said, "But if that does not happen, a trade tit-for-tat will not be economically life-threatening to the US".

ZTE's seven-year USA business ban, ordered last month, led the company to say it was ceasing operations because it can not get the parts it needs for manufacturing telecommunications equipment and smart phones. For example, during the Beijing trip, Chinese officials pressed Mnuchin and others to relax restrictions on ZTE Corp., a controversial Chinese telecommunications company that has violated US law.

Mnuchin will lead the delegation that the White House finally revealed Wednesday will include Commerce Secretary Wilbur Ross and United States Trade Representative Robert Lighthizer.

White House trade adviser Peter Navarro, a China trade hawk, was initially excluded from the negotiations, according to two administration officials.

The White House did not list Navarro, National Economic Council Director Larry Kudlow or Everett Eissenstat, the NEC's deputy director for worldwide economics, on the list of principal participants for the talks. The officials were granted anonymity to discuss the matter.

USA officials initially told the Chinese that they'd be open to granting some relief from the pending tariffs in exchange for a commitment to reduce the trade deficit with China by $200 billion over two years, according to an administration official.

"ZTE not only violated US sanctions law (by selling USA telecoms equipment to Iran and North Korea), but then repeatedly lied about steps it would take to remedy the problems", the senators said. Earlier on May 9, Trump said bilateral trade talks with China will ensure a positive outcome for both the countries.

They were in Beijing as part of an official visit, trying to deliver on Trump's demand that China make dramatic changes in its trade policy.

The unresolved feud has contributed the White House's uneven approach to its trade negotiations with China in recent days, as White House officials have given different, at time contradictory descriptions about what the discussions' aims and about what is and what isn't up for debate. Trump has threatened to impose tariffs on as much as $150 billion in Chinese imports to punish Beijing for violating American intellectual-property rights. "Second, the USA has high tech products that can be exported to China", he said. Additionally, lawmakers took the Chinese to task for alleged transfers of USA intellectual property to Chinese firms. -China trade imbalance and other problems with the trading relationship.
