Crucial week for Brexit

On Tuesday, the Government avoided a potentially devastating defeat over the EU Withdrawal Bill, which would have otherwise seen unprecedented powers handed to MPs to reject the agreement reached with Brussels and to dictate the Prime Minister's next steps.

Speaking on BBC Radio 4 Today Programme, Conservative MP Nicky Morgan argued Theresa May's new promise to give Parliament a final say on Brexit was a clear assurance Dominic Grieve's amendment to the Brexit bill will finally be given the appropriate consideration, which has outraged Leave voters who voiced their fury on social media.

The major last-minute concession by ministers means the government avoids defeat by 324 to 298.

The Tanaiste Simon Coveney will brief the Cabinet today on the status of Brexit negotiations. It also increases the prospect of MPs forcing a referendum on the terms of the eventual deal or even of a snap election before the end of the year.

In a day of drama, May's position seemed suddenly weaker when junior justice minister Phillip Lee, who has always been critical of the government's Brexit strategy, resigned and said he would vote against the government.

Ministers had initially refused to even consider Grieve's amendment but moved to accept it at least in part, after whips signaled that the government were likely to lose in the Commons.

If confirmed, the move represents a dramatic climbdown from Mrs May's original plan to offer MPs a "take it or leave it" vote to accept the withdrawal agreement or leave the European Union without a deal.

"The Brexit secretary has set out three tests that any new amendment has to meet - not undermining the negotiations, not changing the constitutional role of Parliament and government in negotiating global treaties, and respecting the referendum result. It enables parliament to dictate to the government their course of action in worldwide negotiations".

The upshot of the shift may well be as dramatic as the parliamentary procedure is incomprehensible.

Theresa May is to asks MPs to show unity this week as the Government's Brexit legislation returns to the Commons this week in a crucial vote. The bill then returns to the House of Commons again later next week.

Pro-Brexit members of the government want to be able to play the "no deal" card, but the House of Commons, where pro-EU voices are stronger, would nearly certainly reject the idea. "It seems to wreck their plans".

Earlier, May appeared to have also stemmed a rebellion over her commitment to leaving the EU's customs union which will transform Britain's trading relationships for decades to come.

"We have not, and will not, agree to the House of Commons binding the government's hands in the negotiations". The prime minister still has time to come up with a form of words acceptable to both sides, but the expectations of the anti-Brexit rebels have been raised significantly.

Anna Soubry, a pro-EU Conservative MP, said she knew of one legislator who would not vote with their conscience because of "threats to their personal safety" and that of staff and family.

"We will put in front of Parliament the decision for them to vote. after that there will be a process of primary legislation to put the actual details of it in Parliament, so Parliament will actually decide on the application of the detail".
