Initiative aims to split California into 3 states

A proposal to divide California into three separate states will appear on the ballot in November, after an idiosyncratic, years-long quest by a venture capitalist.

"Therefore, pursuant to Elections Code section 9033, the initiative measure is eligible for the November 6, 2018, General Election ballot and all further signature verification can be terminated", the office announced.

Earlier this year, as the number of signatures on the petition began to grow he said: 'This is an unprecedented show of support on behalf of every corner of California to create three state governments that emphasize representation, responsiveness, reliability and regional identity'.

Northern California: This would include the Bay Area and the 31 remaining counties north of Sacramento.

A second state, Southern California or a name to be chosen by its residents, would consist of Orange, Riverside, San Bernardino, San Diego, Imperial, Kern, Kings, Fresno, Tulare, Inyo, Madera and Mono counties.

The initiative proposes dividing the state into Southern California, from San Diego to Fresno; Northern California, from OR to Santa Cruz County; and California, which would consist of the six counties between Los Angeles and Monterey along the coastline. It could easily be bankrolled by some of the state's most powerful forces, especially those aligned with Democratic leaders.

Draper previously pushed an initiative aiming to split California into six states.

In 1992, Stan Statham, an assemblyman from Northern California, embarked on "a quixotic campaign to split California in three", as Sacramento's News & Review recalled. Critics said some of the more rural regions would suffer from extraordinary rates of poverty as individual states, while coastal communities flourished in new, smaller states where the lion's share of California tax revenue is generated.

Ted Draper is a very rich man, but it's unlikely that he could drag his initiative across the line in November, even if he broke his piggy bank. "Californians deserve a better future".

When a person or group backing a measure says it has enough signatures to qualify for the ballot, those signatures are turned over for verification.

If a majority of California voters that cast ballots agree to divide the state into three, the plan would need approval from both houses of the California Legislation.

Nevertheless, Draper has argued it's necessary to fix the state government. Creating two more Californias would add four more California members to the U.S. Senate, something those who already think California wields outsize influence would loathe.
