S.B. 100: California clean energy bill is now law

Ismael LynchSep 13, 2018

More broadly, California has set ambitious goals to slash greenhouse gas emissions 40 percent by 2030, compared to 1990 levels.

A new California law says the state must phase out fossil fuels from its electrical grid by 2045. Also on Monday, Brown issued an executive order establishing a new target to achieve carbon neutrality by the same year. "It will not be easy". Nevertheless, pursuing 100% renewable energy has never been more important, as we get closer to entering a time that scientists say will be the point of no return from irreversible climate damage.

This action comes days before grassroots activists, mayors, governors, heads of industry and worldwide leaders convene in San Francisco for the express goal of mobilizing climate action at the Global Climate Action Summit.

The new law requires the world's fifth largest economy to generate 100 percent of its electricity from carbon-free sources by the end of 2045, marking one of the world's most ambitious climate policies (see "California advances an ambitious climate policy that should be a model for the world").

"Today, with Governor Brown's support, California sent a message to the rest of the world that we are taking the future into our own hands; refusing to be the victims of its uncertainty", de Leon said Monday in a statement.

California is not the first government to promise that homes and businesses would be able to get all their electricity from sources that do not pollute the air and warm the atmosphere.

The California Energy Commission estimates that 32 percent of retail energy sales were powered by renewable sources previous year.

Even heavy industry giants in emerging economies such as UltraTech Cement and Mahindra Vehicle Manufacturers in India, and South Africa chemicals multinational Sasol, have joined the clean energy-only bandwagon. By 2045, all of the state's electricity must come from renewable or other zero-carbon sources.

"The sun and wind aren't always producing power when Californians need it most, namely, in the evening".

As Mexico, Canada, and other USA states seek to lower emissions, North America will continue to be one of the largest energy storage markets in the world for many years.

Large-scale energy storage systems can help address that problem, Sommer said, as could a "better-connected transmission grid system".

Before the new 100 percent renewable goal, lawmakers approved "higher renewable energy use, tighter greenhouse gas targets, and extension of the cap-and-trade program", he wrote.

The legislation also increases the state's clean energy goals from 50 percent to 60 percent by 2030.

California has consistently beaten its clean-energy targets, and now consumes just 8 percent of the U.S.' electricity despite accounting for 12 percent of the country's population.

"And several times in the past few years, Costa Rica has kept on the lights through on all-renewable power for several months, fueled by heavy rains that fed into hydroelectric facilities".
