Trudeau: Majority of carbon tax to be refunded to Canadians

Ismael LynchOct 27, 2018

Most studies suggest that to be effective, a carbon tax has to reach $200 to $400 a year by the middle of this century, said Mark Jaccard, a professor of sustainable energy in the School of Resource and Environmental Management at Simon Fraser University in B.C.

Trusting Trudeau on carbon taxes is key.

"It may have completely wiped out whatever reconciliation was happening between them".

"The vast majority of families are receiving more money back from this incentive than they pay in extra costs for the price we're putting on pollution", the prime minister told the radio station 1310 News. The expanded contributions begin next year.

Under Trudeau's plan the cost of everything will increase and once a year you will get money back on your income tax return.

The carbon tax is expected to generate $190 million in revenue from Manitoba in its first year, and $460 million by the fourth year.

"This will likely turn into a paper chase", Kelly said. The other six provinces have already complied with Ottawa's carbon pricing mandate of a minimum of $20 a tonne, and each will have its own separate tax scheme implemented by January 1, 2019.

The carbon tax will affect Saskatchewan, Manitoba, New Brunswick, Yukon, and Nunavut - who did not sign onto the pan-Canadian framework on climate change - and Ontario, which broke away from the framework after Doug Ford became Premier.

On Tuesday, Ottawa detailed how it would enforce its carbon tax rebate system in those four provinces, which effectively involves paying out reimbursements to voters.

For the average Ontario family of four, that rebate will amount to $307, according to CBC News.

"Will we kick this can down the road yet again to be dealt with in another place or at another time or will we show some courage and do what needs to be done for this generation and the next", he said. It said it would provide reimbursements for small -and medium-sized companies, but did not specify what mechanism would be used, promising instead to release details in early 2019.

Led by Trudeau and Environment Minister Catherine McKenna in Toronto, ministers also will be speaking in New Brunswick, Saskatchewan and Manitoba - provinces that aren't complying with Ottawa's plan.

Kelly said he still believes small businesses are likely to pay an outsized portion of the total cost.

Opponents point to Australia as an example of how a carbon tax failed.

Meanwhile, representatives for Canada's large businesses remained neutral on the rebate system.

Heck, lots of average folks will rake in more than they spend, under the Prime Minister's $2 billion tax and rebate plan to fight climate change.

He warns, however, that Canada hasn't been clear with its strategy and can't afford to take a "cookie-cutter approach", with carbon taxes in each sector being the same. "This is a revenue tool", Phillips said. The tax will apply to expenses such as gas, electricity, and heating. "Because they know that people who live in those commuter belts around the country, even if they're promised some rebates, they feel they're going to lose something as a result of this carbon tax going forward". The tax will start out at $20 a tonne and rise to $50 by 2022.

"I think it's fair to say that politically, the tide has turned considerably against a federally imposed carbon tax", he said.

Ottawa, for its part, has already introduced programs that reinvest capital back into clean technologies, which has generated billions for new technologies in recent years. It's an economic revolution that takes us beyond blockchain and cryptocurrencies and cannabis into a fearless new universe in which money goes round and round and everybody wins.
