Trudeau: Majority of carbon tax to be refunded to Canadians

Most studies suggest that to be effective, a carbon tax has to reach $200 to $400 a year by the middle of this century, said Mark Jaccard, a professor of sustainable energy in the School of Resource and Environmental Management at Simon Fraser University in B.C.

Trusting Trudeau on carbon taxes is key.

The carbon tax will affect Saskatchewan, Manitoba, New Brunswick, Yukon, and Nunavut - who did not sign onto the pan-Canadian framework on climate change - and Ontario, which broke away from the framework after Doug Ford became Premier.

On Tuesday, Ottawa detailed how it would enforce its carbon tax rebate system in those four provinces, which effectively involves paying out reimbursements to voters.

For the average Ontario family of four, that rebate will amount to $307, according to CBC News.

"Will we kick this can down the road yet again to be dealt with in another place or at another time or will we show some courage and do what needs to be done for this generation and the next", he said. It said it would provide reimbursements for small -and medium-sized companies, but did not specify what mechanism would be used, promising instead to release details in early 2019.

Led by Trudeau and Environment Minister Catherine McKenna in Toronto, ministers also will be speaking in New Brunswick, Saskatchewan and Manitoba - provinces that aren't complying with Ottawa's plan.

Kelly said he still believes small businesses are likely to pay an outsized portion of the total cost.

Opponents point to Australia as an example of how a carbon tax failed.

Meanwhile, representatives for Canada's large businesses remained neutral on the rebate system.

Ottawa, for its part, has already introduced programs that reinvest capital back into clean technologies, which has generated billions for new technologies in recent years. It's an economic revolution that takes us beyond blockchain and cryptocurrencies and cannabis into a fearless new universe in which money goes round and round and everybody wins.
