'Terrorist' on stabbing rampage shot dead in Melbourne

"Me and the managers ran out and that's when we saw the auto on fire and then we saw the guy on the floor and we wanted to help, there were two blokes helping him out already, he was face down pools of blood around his face", Villasin said.

"Passers-by were calling out that members of the public had been stabbed", Supt Clayton said.

Only after he was shot did police realize that three members of the public, all men, had been stabbed.

However, the exact reason for the stabbing and burning of the vehicle has not been ascertained as of yet.

Vision from the scene shows a man lunging at police officers with a knife.

"He was fighting against the police, police tried to subdue him".

Video posted to Twitter and broadcast on television showed a man repeatedly swinging an object at two police officers in the downtown area of the city.

"Police are not looking for anyone further at this early stage", police said in a statement.

Victoria Police said the unnamed attacker is in "critical condition" at the hospital following the incident, which left one of the victims dead.

The spokesperson confirmed that one person had died in the stabbing attacks and that the attacker was in hospital.

"The exact circumstances are yet to be determined".

Witnesses say they heard one bang or multiple bangs and gunshots in the area, which was subsequently put on lock down.

A caller to ABC Radio Melbourne, Meegan, said she saw the incident from a tram.

EARLIER: A SERIES of explosions have been heard near Bourke Street this afternoon as police lock down the city. "He was face down, face down, and there was a lot of blood", he said.

"The attack is being treated as a terrorism incident", Morrison said. "There's only staff here, police told us to stay".

Macquarie Radio has been told a auto "burst into flames" near the entrance of the Bourke Street Mall.
